eBay error notice
This error is one that eBay uses to verify the identy of the account holder. Once this message has been displayed in your account, the account will be placed on hold until the appropriate verification steps have been carried out.
Do be aware that this is nothing to do with your bad performance, previously suspended accounts, or your account standing. It’s a verification check to ensure the account is being users by the appropriate user.
This would be along the lines of the message you may receive:
FPA NOTICE: eBay Registration – User Agreement – Additional Verification Required
To help protect your account, eBay has ended your listings and locked your account. We’re sorry for the inconvenience.
In order to maintain a safe trading environment, limits are occasionally placed on accounts. These limits are in no way meant to question your record with eBay or your standing in the eBay Community. To unlock your account, please verify your identity by logging into your eBay account and following the instructions on the message provided. You’ll then be able to resume trading immediately.
If you’re unable to complete the verification process described above, please reply to this email and we’d be glad to send further instructions.
We sincerely value you as a member of the eBay Community and look forward to a continued, successful relationship. We appreciate your cooperation in verifying your account as quickly as possible.

How to overcome this error
In order to overcome this error, you must follow the steps that eBay provide you. This ususally consists of answering your secret question, and then answering an automated phone call to the phone number you have on file with eBay.
